The master shall perform the following duties before sailing:

(5) Check the current round and tugboat navigation AIDS, operating machinery, equipment, towing equipment, anchoring equipment, fire and lifesaving equipment, such as found problems, should take measures to exclude, it is strictly prohibited to sail with disease.
